Enhancing Access and Quality of the Higher Education Landscape in Uganda through Open Distance e-Learning (ODeL-UG)

Project Aim

The overarching aim of the ODeL-UG project is to improve the access and quality of higher education in Uganda by collaboratively transforming and strengthening the Open Distance e-Learning (ODeL) ecosystem. This seeks to address the country’s low gross enrolment ratio (GER) and bridge the digital divide to ensure more equitable access to education.

Project Objectives

 

  1. To develop a National Quality Assurance Framework for ODeL programs.

  2. To strengthen HEI’s capacity in ODeL curricula development, teaching, and learning.

  3. To strengthen the ICT digital infrastructure and technological resources for effective ODeL implementation.

  4. To foster knowledge exchange and collaboration between Ugandan and European HEIs.

Project Outcome

The project is expected to produce several tangible outcomes, including a comprehensive National Quality Assurance Standard for ODeL, enhanced ICT infrastructure within Ugandan partner institutions, developed ODeL curriculum programs, and increased digital skills for staff and students. The long-term impact aims to be a sustained increase in higher education enrollment, improved digital integration, and a strengthened ODeL ecosystem that serves as a model for other developing countries, ultimately contributing to Uganda’s economic growth and the achievement of SDG 4.

The project is coordinated by Mr. Brian Masiga, a Senior Network Engineer at the Research and Education Network for Uganda (RENU). He is responsible for the overall project direction, stakeholder engagement, and communicating progress to the European Commission. He is supported by a consortium of partners and a structured management framework.
