Mountains of the Moon University (MMU) convened a one-day budget conference on Tuesday, 7th October 2025, at its Main Campus in Fort Portal to chart the institution’s financial priorities for the 2026/27 Financial Year.
The conference, organized by the University Secretary’s office, brought together key stakeholders including Top University Management, Administrative heads, and Budget Focal Persons and among other stakeholders to start deliberation on budgetary process that will shape the university’s trajectory in the coming financial year (2026/2027).
Dr. Gregory Tweheyo, University Secretary, outlined the conference’s primary objective as providing “a participatory platform for consultation and consensus building among key stakeholders of MMU on the University Budget Priorities for the forthcoming year.”
This consultative approach underscores the university’s commitment to inclusive decision-making in financial planning.
Vice Chancellor Prof. Pius Coxwell Achanga emphasized the strategic importance of the gathering, noting that “the Budget conference is intended to provide a participatory platform in shaping the university’s budget priorities in alignment with institutional, sectoral and national development objectives.”
Prof. Achanga challenged participants to critically examine the proposed budgetary areas to ensure MMU maintains a competitive edge. “I call upon participants to critically review the proposed areas so that those areas will shape MMU to have a competitive advantage over other universities while achieving strategic objectives and goals,” he said.
Dr. Stephen Tusiime, Chairperson of the Finance and Planning Committee of Council, reminded participants that teamwork remains one of MMU’s core values.
“In this budget conference, I call upon all participants to work as a team. We raise issues that constrain our operations, and together we can build a future of the MMU we all want,” Dr. Tusiime said.
Deputy Vice Chancellor for Finance and Administration Prof. Kagambe Edmond, represented by the Planning team, presented the university’s performance for the 2024/2025 financial year.
The presentation highlighted several operational challenges facing the institution, including the lack of commercialized science innovation, a gap the university aims to address in its future planning.
Dr. Tweheyo announced that the budget process for FY 2026/2027 is expected to culminate with the submission of the Budget Framework Paper to the line ministries by November 7, 2025.
This timeline reflects the university’s commitment to adhering to government planning and budgeting cycles while ensuring thorough stakeholder consultation.
The conference represents MMU’s dedication to transparent, participatory governance as it seeks to align its financial resources with strategic priorities that will enhance its competitiveness in Uganda’s higher education landscape. Heights For Progress
