University Secretary

The University Secretary provides overall administrative leadership for the institution, guiding policy formulation, implementation, and decision-making on strategic administrative matters. The Office exercises oversight over:

Finance and Budgeting, University Plant and Estates, Planning and Development, University Service Units, Human Resource Management, Council Affairs and Secretarial Services, Legal Services, Security, Procurement and Disposal Directorate and Communications (Radio Unit).

Through these units, the Office ensures seamless operations, institutional integrity, and alignment with both national standards and the University’s mission.

The Office of the University Secretary is a statutory office established under Section 33 of the Universities and Other Tertiary Institutions Act, 2001 (as amended). It is entrusted with three core responsibilities:

  1. General Administration: Overseeing the day-to-day administrative operations of the University, including custody of the University Seal and stewardship of all University assets.
  2. Financial, Asset, and Human Resource Management: Ensuring prudent and compliant management of financial and human resources in accordance with the Public Finance Management Act, 2015.
  3. Providing secretarial and technical support to the University Council and its committees to facilitate informed decision-making and effective governance.
