The Procurement and Disposal of Public Assets Authority (PPDA) on 28th August 2025 conducted a comprehensive training session for Mountains of the Moon University (MMU) stakeholders on procurement and disposal processes at MMU block C, aimed at strengthening transparency and efficiency in public asset management across the institution.
The two-day training, starting on August 28th, brought together key university officials including the new contracts committee members, Top University Management, Faculty Deans, Heads Of Departments under various Faculties, Budget Focal Point Officers, and heads of administrative units.
Speaking at the training venue, Arthur Clive Birungi, PPDA Western Regional Manager emphasized the critical importance of adhering to established procurement guidelines to ensure value for money in public spending and prevent irregularities that have historically plagued public procurement processes in some government institutions.
“This training is part of our ongoing commitment to build capacity among university stakeholders and ensure that procurement processes are conducted with the highest levels of integrity and professionalism,” PPDA’s Catherine Atukunda said .
The Deputy Vice Chancellor in charge of Academics, Prof. John M. Kasenene, emphasized adherence to following the procurement process to the latter, underscoring the university’s commitment to maintaining the highest standards of financial governance.
The University Secretary, Dr. Gregory Tweheyo, also addressed the participants, calling on trainees to be attentive throughout the training process. Dr. Tweheyo emphasized that the participants should remain ambassadors of the procurement processes even after the training, ensuring that the knowledge gained is effectively implemented and shared within their respective departments.
“Your role extends beyond this training room,” Dr. Tweheyo noted, encouraging participants to champion proper procurement practices in their daily work and serve as champions of transparency within the institution.
The comprehensive PPDA training covered several critical areas including the roles and responsibilities of key stakeholders in procurement and disposal processes, key highlights of the PPDA Regulations 2023, and the newly issued PPDA Guidelines 2024. The session also featured extensive training on contract management, equipping participants with the necessary skills to effectively oversee procurement contracts from inception to completion.
The training was particularly timely given the presence of the new Contracts Committee, providing them with essential foundational knowledge for their oversight responsibilities. Faculty Deans and Department Heads gained valuable insights into procurement procedures that will enhance their ability to manage departmental acquisitions effectively.
Budget Focal Point Officers, who play a crucial role in financial planning and resource allocation, received specialized guidance on integrating procurement processes with budgetary frameworks to ensure optimal resource utilization.
University management expressed appreciation for the initiative, noting that it would significantly improve the institution’s ability to manage procurement activities in compliance with national standards while supporting academic and administrative operations.
The training forms part of PPDA’s broader strategy to strengthen procurement governance in public institutions, ensuring that educational resources are utilized efficiently and transparently.
