Dr. Patience Bibohere Rwamigisa is the representative of the Ministry of Agriculture, Animal, Industry, and Fisheries (MAAIF) to Council, since one of the core academic undertakings of MMU, is Agricultural Sciences, hence the need to have expertise in the area.

He is the Chairperson of the Quality Assurance and ICT Committee of Council. Dr. Rwamigisa has over 27 years of experience in Public Service, and he is an Assistant Commissioner for Agricultural Extension Coordination, in the Department of Agricultural Extension and Skills Management, Directorate of Agricultural Extension Services, MAAIF. He is a Research Associate with the International Food Policy Research Institute (IFPRI); Chairperson of the Advisory Board for Farm Radio International, Uganda Chapter; Visiting Scholar at the Institute of Agricultural Sciences (Hans-Rothenberg Institute), University of Hoffenheim, Germany.
