Assoc. Prof. Edmond Kagambe who has been until June 30th 2023 the University Secretary, Mountains of the Moon University (MMU) has been appointed the Deputy Vice-Chancellor in charge of Finance and Administration by the University Chancellor, Prof. Edward B. Rugumayo with effect from 1st July 2023.
“In exercise of the powers vested in the Chancellor under the Universities and Other Tertiary Institutions Act 2001 as amended and following the recommendations of the University Council; I hereby appoint Associate Professor Edmond Kagambe as Deputy Vice-Chancellor (Finance and Administration) of Mountains of the Moon University,” reads in part the instrument of appointment signed by the University Chancellor, Prof. Edward B. Rugumayo.
In a memo to Top University Management, all staff and students signed by the Acting Vice-Chancellor Prof. John M. Kasenene states, “ this is to announce with pleasure, that the Chancellor of Mountains of the Moon University, Prof. Edward B. Rugumayo has in exercise of powers under the Universities and Tertiary Institutions Act, 2001 as amended, and following the recommendation of the University Council, appointed Associate Professor Edmond Kagambe as Deputy Vice-Chancellor (Finance & Administration).”

Who is Assoc. Prof. Edmond Kagambe
Assoc. Prof. Edmond Kagambe has had a distinguished career in education management and planning for more than 30 years. Prior to this appointment he was the University Secretary, where he was responsible for the general administration of the University, including the custody of the seal and administration of its assets and accounting officer. Previously he also served, among other roles as, Dean Faculty of Education and a Deputy Vice Chancellor in a Private MMU (2011-2022). He has been an inspiration to many people, knowledgeable and foresighted leader in the growth and development of the University.
In his new oversight role as Deputy Vice-Chancellor (Administration and Finance) he will be responsible for the budgeting, planning, and development of the University and shall be a member of Top University Management. He will also oversee University Finances, Planning and Development, Resource mobilization; Investment; ICT, Quality Assurance, Human Resource Management; Security; Estates and Works; and Procurement.
Academic Background and Experience
Assoc. Prof. Edmond Kagambe holds a Doctorate Degree (PhD) in Educational Administration and Planning from Moi University, Kenya. He has a Master of Education, (Educational Foundations and Management) of Makerere University and a Bachelor of Science with Education Degree of Makerere University specialising in Mathematics as a teaching subject. To further his professional development, he also attained a Certificates in Executive Business Administration (CEBA) and Executive Leadership of University of Salford, UK, a Certificate in Child Protection in Development Practice of Kimmage Development Studies Centre, Ireland, UK. He holds a Common Wealth Professional Fellowship Award, 2015 (University of Salford), Australian Professional Fellowship Award 2016 (University of New Castle) and Diamond Jubilee Medal Presidential Award 2023.
Edmond’s knowledge and expertise stretches across a wider spectrum in education administration and management. He has taught 18 years at university level, as a senior lecturer and Associate Professor. He also served as Secretary MMU transition Taskforce into a Public University for 4 years.
He has engaged in a number of teaching methodologies and accumulated experience in research and developing self-study materials. Currently he lectures courses in Education Policy and National Development, Education Planning and Management, Human Resource Management in Education, Technology and Innovations in Education, Managing Education Change, Managing Material and Physical Resources in Education and Quality Assurance and Quality Control in Education.
Edmond has supervised nine Masters and two PhD students to completion. He has conducted 10 successful collaborative research projects as an academician and a consultant in education management and policy. He has ten publications, four of which as first corresponding senior author.
As a consultant, he has undertaken technical research and produced 11 technical reports especially in areas of education administration and management. Some of the research findings emerging from those projects have been published in form of books, journal articles, conference proceedings and technical reports.
He has extensively contributed in the community engagement related activities. He was a member of Uganda Vice Chancellor Forum and Inter-University Council for East Africa (IUCEA). He has been assigned a number of activities as a National Assessor of Quality Education by National Council for Higher Education in Uganda. A member of Forum for Education NGO’s in Uganda (FENU), Rwenzori Regional Think Tank, Tooro People Conference (TPC), Tooro Education Forum (TEF) and Dairy Farmers Network (DAFAN) of Uganda. He is a member of African Education Trust assisting in rebuilding curriculum, exams and school systems. He is actively participating in continued learning through conferences and professional research. He is actively working to develop and implement sound financial and administrative policies needed by the Universities to realize their mission, vision and strategic objectives in Uganda.
