Following the recommendation of the Ministry of Public Service validation report regarding staff placement of Mountains of Moon University (MMU), the MMU Appointments Board in its 11th meeting held between 5th– 9th December 2022 promoted the University Secretary Dr. Edmond Kagambe to the rank of Associate Professor.
The promotion follows the provisions of Section 50 (3) of the Universities and Other Tertiary Institutions Act (2001) as amended, which empower the Appointments Board to appoint, promote and remove from service and discipline all officers and staff of the academic and administrative service of the University, as may be determined by the University Council.
In a memo dated 27th January 2023 to all staff and students of Mountains of the Moon University signed by Prof. Coxwell Pius Achanga, the MMUVice-Chancellor states:
“The purpose of this memo, therefore, is twofold: 1. To inform you that the Appointments Board during its 11th meeting cited the Ministry of Public Service validation report regarding placement of staff of MMU, considered and resolved to approve the recommendation of the Ministry of Public Service on Dr. KAGAMBE Edmond. 2. Notify you that, Dr. KAGAMBE Edmond was promoted to the rank of Associate Professor of Education Management and Planning, in the Department of Education Foundations, Faculty of Education, effective 20th December 2022. Associate Professor KAGAMBE Edmond is thus requested to commence work in the Faculty of Education, while carrying out his current role of substantive University Secretary, till 30th June 2023.”

Who is Assoc Prof. Edmond Kagambe – University Secretary, MMU
Assoc. Prof. Edmond Kagambe is the current University Secretary of MMU and he previously served as Deputy Vice-Chancellor (Academic and Administration) of the private MMU. He holds a Ph.D. in Educational Administration from Moi University, Kenya. Master of Education (Educational Foundations and Management) of Makerere University; Bachelor of Science with Education from Makerere University; a certificate in Executive Business Administration (CEBA) and Certificate in Executive Leadership from University of Salford, UK; Certificate in Child Protection in Development Practice of Kimmage Development Studies Centre, Ireland UK.
He is a seasoned educationist with over 30 years of experience in teaching high school, undergraduate and graduate courses in Education Administration and Planning, Policy Studies and Community oriented action research. He holds a Common Wealth Professional Fellowship Award, in 2015 and Australian Professional Fellowship Award in 2016. He was a Member of the Uganda Vice-Chancellors’ Forum, and Inter-University Council for East Africa (IUCEA). He is a National Assessor of Quality Education in the National Council for Higher Education in Uganda. A member of Forum for Education NGOs in Uganda (FENU), Rwenzori Regional Think Tank and Tooro Education Foundation in Uganda. He is a member of African Education Trust assisting in rebuilding cirriculum, exams and school systems. He is actively participating in continued learning through conferences and professional research. He believes in students’ abilities to learn and inherit thirst for knowledge with the right environment.
